RA Ministry of Labor and Social Affairs to ensure distribution of  bank cards among low-mobility pensioners

ArmInfo. The Armenian Ministry of Labor and Social Affairs has made it possible for pensioners to apply for a bank card online. Furthermore, the ministry promises to  distribute bank cards to pensioners with limited mobility. This was  announced by Minister of Labor and Social Affairs Arsen Torosyan on  February 5 during a briefing, responding to a question from ArmInfo.

The minister recalled that, starting April 1, all payments in Armenia  will be made exclusively by bank transfer. An online electronic  system for issuing bank cards is already in operation, and 10,000  people use it monthly.

"For those citizens with mobility issues and unable to move  independently, the government has developed a bill that will soon be  adopted and will allow for the distribution of bank cards," Torosyan  stated, noting the cashless payment bonuses in the form of cashback.

As a reminder, starting April 1, all payments in Armenia will be made  exclusively by bank transfer.  Starting in 2026, cashback for  pensioners and those receiving benefits has increased from 12% to 20%  on non-cash purchases (bank cards). Cashback can be received with any  card (Visa, MasterCard, ArCa), but cards from the national payment  system, ArCa, offer an additional and universal (not just for  pensioners) 2% cashback (22%). In absolute terms, the 20% cashback  cannot exceed 10,000 drams per month. For 2% cashback, this limit is  60,000 drams.
