
ArmInfo. At its meeting on March 19, the Armenian government approved the proposal to sign the Agreement "On Electronic Commerce in Goods in the Eurasian Economic Union."
As stated in the explanatory note to the document, the draft Agreement was approved by the Resolution of the Council of the Eurasian Economic Commission on December 5, 2025, and sent to member states to ensure the necessary internal signing procedures.
The purpose of the Agreement is to ensure proper mutual electronic commerce within the internal market of the Eurasian Economic Union, protect the rights and legitimate interests of participants in mutual electronic commerce, and establish rules for interaction between them.
The Agreement regulates the entrepreneurial activities of e-commerce participants in the Union's internal market for the purpose of offering and selling goods to consumers remotely. The main objectives of the Agreement are:
- Establishing the conditions for mutual electronic trade in goods on the Union's internal market, including the application of the principles of non-discrimination and free movement of goods, as well as the provision of services related to electronic commerce;
- Principles for protecting the rights and interests of participants in electronic commerce;
- Approaches to the use of electronic document management in electronic commerce within the Union, as well as to ensuring data protection and information security;
- Approaches to the interaction of competent authorities of the Union member states in electronic commerce.
The Agreement also defines the powers of the Eurasian Economic Commission to develop and approve acts of Union bodies to ensure the general requirements and rules necessary for mutual electronic trade in goods on the Union's internal market.
The Agreement aims to create favorable conditions for the development of electronic commerce within the Eurasian Economic Union.
